Here in the UK we have a saying “He doesn’t know his arse from his elbowâ€. This idiom is most usually applied when referring to someone who is so clueless that they can’t be trusted with even the most mundane and simple of tasks.
Think he is shorting marl at the moment. :-P
I think it's a "Quid quo pro" deal with Hunan. There are high levels of uranium which is their speciality. The Zambian government want this gone too? The collaboration is really quite clever.
