Excuse my ignorance but with all this Buying activity 71% / 21% why is the Price not rising>?

Absolutely newby to this. Was told to buy by a pal back at 14p...and it jumped to 29p then back to 23 and has been around this for the last week. Today it seems to be dropping further...something I should be aware off. My pal said it would be at 40p by now!
