I thought it was normal for buyers to offer 5-10% below asking price for a house, very exceptional to get asking price or above?

Do I recall - Govt has said it plans to sell more of its shares in a Public Issue by end of year - Is it therefore reasonable to assume - tactic keep shares cheap now -announce div in autumn - Hugely successful public sale - nice way to start build up to the election ???

The Resolution Foundation warned that as many as 2 million mortgage payers could struggle financially once interest rates climbed from 0.5% to 3%.
