I would certainly agree with your assessment of Dewhurst as a low growth, conservatively run company with loads of cash and a good (though not brilliant) long term return on capital employed. I find that companies like this are shunned by many investors and are sometimes on reasonable ratings so I am oftern attracted to this type of company, particularly as management invariably take a long term view which I always think is a good idea. This type of company may also be attractive to those who want to exempt some of their estate from inheritance tax by investing in AIM companies. You need management with a long term view for such companies as you need to hold the shares for two years before the tax exemption kicks in and I think most people expect to live for longer than this when they invest. This can save your estate 40% in tax so in this context perhaps the low growth is not so much of a problem.
